The Shulchan Aruch clarifies that מִקְרָא, the Written Torah, means the twenty-four books of Tanach in full.

“Just as a bride adorns herself with twenty-four ornaments, so too, a Torah scholar must be proficient in the twenty four books of Tanakh.”
